That's always a problem with me. I can never get the pieces I want, so I have to deal with what I have. I'll try and get more minifigs to customize with, considering I used all my medival minifigs in that entry.

I think that not having enough pieces is a common problem--one thing that we suggested to some of the builders in SEALUG was that at least for photographing MOCs requiring a ton of people is to borrow them from other builders--the way you keep them straight as to who loaned what is to arrange/design the layout such that interchangeable groups of Minifigs on say a 16x16 plate can be inserted into the scene--at least that way the MOC can be photographed in all its glory... then the Minifigs can be returned to their owners.

In case you want to create feel of "rush town", you should do it like they do in the films. Move the 'figs from one place to next place. Also changing some bits of them make them feel more "different" than the others. Simple leg-change can do the effect.
