Its called a Electrostaff. Its not a lightsaber, but it can deflect lightsabers.

how did u make the cape? the face decal looks more like the star wrs animated version (if u watched it) in general i would say it is awesome!!  |

This minifig was made before RotS came out, so it was based on the animated version. I did not make the cape. All it is is a Bat Lords cape.
