It is a mod for game called Homeworld 2. It is made by C-S member "Sastrei" (Alex, John, Sas's real name?).
Basically it modifies the game by changing some rules, ships, graphs etc to be more like "Classic Space".

It is kinda like Command and Conquer is space type of thing. It is good but way too complicated for my taste.
